Special Technical Rules for Final Competition in the Olympic Shooting Disciplines 1.0 The full program must be shot in each Olympic event according to ISSF Special Technical Rules as a "Qualification Round" for the finals. If there are more competitors than there are firing positions available eliminations must be conducted according to ISSF Rules before the Qualification Round. (General and Special Technical Rules Section 7.) 1.1 In the qualification events of 25m Rapid Fire Pistol Men, 25m Pistol Women, 10m Running Target Men, Trap Men and Women, Double Trap Men and Women and Skeet Men and Women ties will not be broken according to General Technical Rules 12.2 if the first three place winners tie. The classification for the first three places in the Qualification rounds will be made according to the rules set down for places 4 to 8 (for Clay Target 7 and 8) according to section 12 of the appropriate Special Technical Rule book. In cases of unbreakable ties the Jury shall decide by drawing lots. 1.1.1 Finalists in each event: Rifles; Free-, Air- and 25m Pistol: 8 Competitors Trap, Double Trap and Skeet: 6 Competitors Running Target: 8 Competitors Rapid Fire Pistol: 8 Competitors 1.1.1.1 Rifle, Pistol and Running Target events: Ties among two or more shooters have to be judged as places 4th through 8th according to the Special Technical Rules valid for that particular discipline. A drawing of lots by the Classification Jury will determine Final start positions: - when several shooters obtain the maximum score in a qualification event, - when an unbreakable tie occurs among two or more finalists or - when an unbreakable tie occurs among two or more shooters on the last Final start position (e.g. eighth and ninth place.), to determine who will shoot in the Final. 1.1.1.2 Trap, Double Trap and Skeet: Ties among two or more shooters must be decided according to places 7 and 8 of the Special Technical Rules 12.1.4. When there are more than six eligible for the Finals start because of tied scores, the ties will be broken by shoot off in accordance with Special Technical Rules for Finals 1.8.4.2, 1.8.4.3 and 1.8.4.4. 1.2 Reporting to the Range for Finals: Team Leaders are responsible to present their shooters to the Preparation Area, and report to the Jury at least 20 minutes before the scheduled starting time, complete with all their shooting equipment needed for the final event. They must be dressed and have only the required shooting equipment. They will be given their new start numbers imprinted with their placing, family name, and Olympic abbreviation of their National Olympic Committee, which must be worn on the back, above the waistline. 1.3 Preparation and Presentation Time: The preparation time starts with the command "PREPARATION BEGINS NOW". The shooters will be presented during the preparation time and if necessary the first minutes of the sighting time. Before and during preparation period shooters may handle their guns, dry fire and carry out holding and aiming exercises on the firing line. 1.3.1 Three (3) minutes preparation time for 10m and 50m Rifle and Pistol as well as in 25m Pistol Women Final competitions. 1.3.2 Two (2) minutes preparation time for 25m Rapid Fire Pistol Final competitions relays. 1.3.3 One (1) minute preparation time for 10m Running Target Final competition relays. 1.4 Starting Time: The starting time begins with the command "LOAD" for the first competition shot or series for each final event and must be printed in the official shooting program. Any delay must be announced and posted on the Final range. Pistol events: 10m Running Target: one (1) shot per competition run. 25m Pistol Precision: One (1) shot per target. 25m Rapid Fire Pistol: According to Special Technical Rules for Pistol 6.1.1. 1.6 Final Results: In all events the results of the Finals competition will be added to the individual results of the Qualification round. The results of the qualification and the final and the total must be printed in the official results bulletin. 1.6.1 In all 10 m, 25 m, and 50m events the final scoring of the series or shots will be made immediately in the target pit or at the firing line of the Final competition. Any protest will be decided immediately and the decision is final. 1.6.2 Scoring of the Finals will be conducted, if technically possible, with electronic targets or target reading machines, or using manual devices which classify each ring in ten sections (such as 1.1, 1.2, 1.3, etc., up to the maximum of 10.9). Shots on paper targets which cannot be classified by target reading machines will be scored by hand by Jury Members with ISSF approved instruments. In the Smallbore Rifle events target inserts (20cm x 20cm) may be used. 1.7 Finals Events - Program: ALL RANGE COMMANDS MUST BE GIVEN IN THE ENGLISH LANGUAGE. 1.7.1 10m Air Rifle Men Men 10m Air Pistol Men Men 10m Air Rifle Women Women 10m Air Pistol Women Women 50m Pistol Men Men 50m Rifle 3 Position Men (standing position) Men 50m Rifle 3 Position Women (standing position) Women 25m Pistol Women Precision Women 1.7.1.1 Seven (7) minutes sighting time for unlimited sighters. (Range Officer gives verbal warning 30 seconds before the end of sighting time. The command "START" will be given at the commencement and the command "STOP" after the elapsed time.) 1.7.1.2 Thirty (30) seconds pause 1.7.1.3 The Final consists of 10 shots and will be conducted single-shot-for-shot with the following commands for each shot: - FOR THE FIRST (NEXT) After this command the shooter loads his COMPETITION SHOT - firearm. LOAD! The gun MUST NOT be loaded before this command is given. That means: The bolt (breech) of 50m guns MUST be opened. It is permitted to leave an empty case in the chamber between shots. The magazine of the Sport Pistol must be loaded with one (1) cartridge only after the command "LOAD". Air guns must be cocked only after the command "LOAD". The cartridge or pellet must be loaded into the chamber only after the command "LOAD". Violations of the rules will be penalized according to General Technical Rules 9.6.1 - 9.6.3 by "WARNING"/yellow card, "DEDUCTION"/green card (-2 points from the following shot). "DISQUALIFICATION"/red card (the shooter will be ranked on the last place of the participating finalists). - ATTENTION! The shooter has 75 seconds in which to - 5-4-3-2-1-START! fire a shot. This command with the count-down should give the shooters sufficient time to take their shooting position. The shooting time starts when the command "START" has been given. - STOP! This command is given after the last shooter has fired, or immediately on termination of the shooting time of 75 seconds. The last second (75th) must correspond with the word "STOP". - CHANGE TARGETS! For pit or carrier operated target systems after the command "STOP". 1.7.1.4 Each shot fired before the command "START" or after the command "STOP" has been given will be counted as a miss (zero). 1.7.1.5 If a shooter fires more than one shot during the single shot time, all of those shots must be scored as zero (0) and counted as part of the 10 shot Final. 1.7.1.6 After immediate and final scoring of each shot and announcement of the results, the procedure indicated in (3) will be repeated until all 10 shots have been fired. 1.7.1.7 If carrier operated target systems are used the targets must only be brought back to the firing line after the commands "STOP" and "CHANGE TARGETS", to avoid disturbing neighboring shooters. 1.7.1.8 AIMING EXERCISES ARE ALLOWED ONLY IN 10m AND 50m RIFLE AND PISTOL EVENTS between the commands "STOP" and the following command "LOAD" but only with open bolt (breech) on a smallbore pistol or rifle, or with an uncocked air pistol or rifle. DRY FIRING IN ANY FORM IS PROHIBITED. 1.7.2 50m Rifle Prone Men: 1.7.2.1 Same as 1.7.1.1 1.7.2.2 Same as 1.7.1.2 1.7.2.3 Same as 1.7.1.3 The time limit per shot, however, is only 45 seconds. 1.7.2.4 Same as 1.7.1.4 1.7.2.5 Same as 1.7.1.5 1.7.2.6 Same as 1.7.1.6 1.7.2.7 Same as 1.7.1.7 1.7.2.8 Same as 1.7.1.8 1.7.3 25m Rapid Fire Pistol Men: The Final will be conducted as follows: 1.7.3.1 One sighting series of 5 shots in 4 seconds. 1.7.3.2 Two (2) competition series of 5 shots each in 4 seconds. 1.7.3.3 All finalists will fire the sighting series as well as the competition series in two groups of four shooters or in four groups of two shooters (See Rule 1.4.1.2) at the same time and on the same commands: FOR THE SIGHTING SERIES (All shooters load within a time - LOAD! of about one minute) for the competition FOR THE FIRST (NEXT) (All shooters load within a time COMPETITION SERIES - of about one minute) LOAD! ATTENTION! (The red light will be switched on or the targets will be turned to the edge-on position. 5-4-3-2-1-START! The Command "START" is the Signal to switch on the green light or to face the targets according to Special Technical Rules for Pistol 6.7.7. (All shooters must be in "READY" position on the count-down-"1"). 1.7.4 10m Running Target Men: 1.7.4.1 4 sighting shots (2 Left - 2 Right at one target) in 2.5 seconds (fast runs) each. 1.7.4.2 10 competition shots (5 Left - 5 Right at five targets) in 2.5 seconds (fast runs) each. 1.7.4.3 All Finalists will fire the sighting shots as well as the competition shots in three groups (2+3+3) or in four groups (2+2+2+2) of shooters (see Rule 1.4.1.4) at the same time and on the same commands: 1.7.4.3.1 FOR THE FIRST (NEXT) SIGHTING SHOT - LOAD! ATTENTION! The command "START" is the signal to start 5-4-3-2-1-START! the sighting targets simultaneously on all Final ranges. For the three remaining sighting shots, the shooter will call "READY" in accordance with the Special Technical Rules for Running Target 6.3.6. After the completion of the sighting shots, the shooter will be allowed a pause of 30 seconds for any sight or position adjustment. After the targets are changed the following commands will be given: 1.7.4.3.2 FOR THE FIRST (NEXT) COMPETITION SHOT - LOAD! ATTENTION! The command "START" is the signal 5-4-3-2-1-START! to start the targets simultaneously on all Final ranges. The shooters will fire their first competition shots in accordance with these rules. The second and all subsequent Final shots must be shot under the same commands. The targets will be scored and the results announced for each of the two shots, first on firing point Number 1, then on 2 and so on. After the targets are changed the procedure will be repeated until all five targets (ten shots) have been completed. When electronic targets are used the scores are to be announced after each shot. 1.7.5 Trap and Skeet: 1.7.5.1 Qualification: Men: 125 targets (3 stands) Women: 75 targets (3 stands) 1.7.5.2 Final: The six (6) best shooters enter the finals of 25 targets. 1.7.6 Double Trap: 1.7.6.1 Qualification: Men 150 targets (75 doubles) (3 stands) Women 120 targets (60 doubles) (3 stands) 1.7.6.2 Finals: Six (6) best shooters enter the final of 50 targets (25 doubles) for men and 40 targets (20 doubles) for women. 1.7.7 Targets in Trap, Double Trap and Skeet: In Trap, Double Trap and Skeet Final events targets containing colored powder must be used. 1.8 Decisions in the event of tied scores: The scores of the "Qualification Round" and of the Finals series are added (see Rule 1.6). 1.8.1 10m and 50m Rifle and Pistol and 25m Pistol Women events: 1.8.1.1 In case of tied scores after the Final event ties will be broken by a shot-for-shot shoot off. 1.8.1.1.1 All shooters must remain on the firing line after the last shots have been scored and until the final results are announced. If there are tied scores shooters who are tied must remain at their firing points; all other shooters will immediately withdraw from the firing line, leaving their guns at the firing point. When several shooters are tied for more than one ranking place, i.e. two shooters tied for second place (places 2 and 3) and two shooters tied for fifth place (places 5 and 6), the tie for the lowest ranking position will be broken first, followed by the next ranking higher position until all ties are broken. 1.8.1.1.2 The Final tie breaking will commence without delay and without additional sighting shots, following the procedure in 1.7.1.3. NOTE: Multiple ties at 50m If there is a delay of more than 5 (five) minutes after the final series up to three warming shots may on request be fired at the target without scores being indicated in a maximum time of 30 seconds. The warming time starts when the command "START" has been given and the last second (30th) must correspond with the word "STOP". 1.8.1.1.3 After immediate and final scoring and announcement of the result of each shot the procedure indicated in 1.7.1.3 will be continued until ties are broken. 1.8.2 25m Rapid Fire Pistol event: 1.8.2.1 Tied shooters will fire one (1) series of five shots in the same times and conditions as the Finals (see Rule 1.7.3.3) until the tie is broken. 1.8.2.1.1 All other shooters withdraw immediately after the scoring of their final results has been made. 1.8.2.1.2 The tie shoot off will commence without delay. 1.8.2.1.3 Shooters with tied scores will be allocated new firing points by drawing of lots under the direction of the Jury. If more shooters have equal scores after the final series than target groups are available, the firing sequence will also be determined by drawing of lots. When several shooters are tied for more than one ranking place, i.e. two shooters tied for second place (places 2 and 3) and two shooters tied for fifth place (places 5 and 6), the tie for the lowest ranking position will be broken first, followed by the next ranking higher position until all ties are broken. 1.8.2.1.4 Every tie shoot begins with one sighting series of five shots in four seconds. 1.8.3 10m Running Target event: 1.8.3.1 All shooters with tied scores are allowed to shoot two sighting shots (1 left - 1 right) under the commands of rule 1.7.4.3.1. After the completion of the sighting shots each shooter will shoot two (2) additional competition shots (1 left - 1 right) in 2.5 seconds (fast run), continuing until all ties are broken. 1.8.3.1.1 Shooters with tied scores will be allocated new firing points by drawing of lots under the direction of the Jury. 1.8.3.1.2 If more shooters have equal scores after the Final series than targets are available the firing sequence will be determined by drawing of lots. When several shooters are tied for more than one ranking place, i.e. two shooters tied for second place (places 2 and 3) and two shooters tied for fifth place (places 5 and 6), the tie for the lowest ranking position will be broken first, followed by the next ranking higher position until all ties are broken. 1.8.3.1.3 Every tie shoot off begins with a run from right to left under the same commands as the finals (see Rule 1.7.4.3.2). 1.8.3.1.4 Each target is scored by the Jury and both shots shall be added and considered as final result. 1.8.4 Trap, Double Trap and Skeet events: 1.8.4.1 In case of tied scores after the Finals series the shooters who are tied will shoot off until the tie is broken. Starting positions will be decided by lot drawn by the Jury. When several shooters are tied for more than one ranking place, i.e. two tied for second place (places 2 and 3) and two shooters tied for fifth place (places 5 and 6), the tie for the lowest ranking position will be broken first, followed by the next ranking higher position until all ties are broken. In the shoot off the shooter, who has to continue the shooting, must position himself, load his gun and call for his target within a MAXIMUM of 20 SECONDS after the preceding shooter finished his shot. 1.8.4.2 Trap - All tied shooters will shoot a regular target, in sequence, starting on the station designated by the Jury drawing of lots, i.e. station #1, #2, #3, etc. Each tied shooter will load his shotgun with one (1) cartridge only on each station. Each tied shooter must shoot at the same number of targets from the same number of stations in the normal rotation. The shooter who records the first "LOST" target is the loser. Shooters who remain tied continue until all ties are decided. If a shooter has loaded the shotgun with two (2) cartridges and fires at the target with one shot only, the result must be recorded and STR Rule 6.1.7 applied. If two shots are fired a "LOST" target must automatically be recorded. 1.8.4.3 Double Trap - All tied shooters will shoot a regular double, station after station in sequence, in the starting order decided by the Jury, starting on station 1 to station 5 until the tie is broken. All tied shooters must shoot from the same stations and at the same number of targets. The shooter who hits the least number of targets on the respective station is the loser. 1.8.4.4 Skeet - All tied shooters must shoot at regular doubles only, in sequence, on stations 3 - 4 - 5 beginning on station 3, in the starting order decided by the Jury. All tied shooters must shoot on the same stations and at the same number of targets. The shooter who hits the least number of targets on the respective station is the loser. 1.9 Malfunctions: 1.9.1 In case of an "allowable" malfunction the shooter is allowed to complete or repeat the unfired shot(s) or series twice during the Finals, including shoot-offs, if he can repair or replace his gun or ammunition within 3 minutes after the malfunction has been declared "allowable". In the case of a "non allowable" malfunction, no re-shoot is allowed. 1.9.1.1 In case of an allowable malfunction, the results of all the other finalists should not be shown. The other finalists must wait until the shooter(s) with the malfunction shoots (in the allowed time). After that, all the results should be shown together and the Final can continue. 1.9.2 When a malfunction of all Final targets occurs, the following procedure must be used: 1.9.2.1 The completed shots/series will be scored as a sub-total. 1.9.2.2 When the malfunction is repaired and it is possible to continue the Final within one hour, the remaining shots/series will be completed. Five (5) minutes unlimited sighting shots will be permitted in 10m and 50m Rifle and Pistol events and in the 25m Pistol event after the shooters are in their position. One sighting series will be allowed in the 25m Rapid Fire Pistol event and 4 sighting shots in the 10m Running Target event. 1.9.2.3 If the interruption cannot be corrected to permit continuation of the Final within the above designated time, the recorded sub-total (1.9.2.1) will be scored as the final total of the competition and awards made on that basis. 1.9.3 When a single target fails to function, the shooter will be moved to a reserved position. On the shooters request he will than be allowed an additional two (2) minutes period for sighting shots, before he repeats the missed previous competition shot. 1.8 The General Technical Rules and Special Technical Rules for all Shooting Disciplines of the ISSF will apply in all cases not covered in these Special Rules. 21finalee99.doc/17.06.99 20:21
