Proposal of Amendments to the Constitution of Dublin University Rifle Club, for consideration by the Annual General Meeting of the Club, to be held on 9th May 2001. Article 1. Typing error: change "explaination" to "explanation" Article 5. Changes allow the option of having no vice-presidents. Delete "One or more vice-presidents" and replace with: "Any number of vice-presidents, subject to Article 6." Article 8 Collate and clarify committee procedures Replace Article 8 with: "Article 8a: The Committee shall meet at least once a week during Arts Lecture Term, and as often as possible outside term. Article 8b: The quorum for a Committee meeting shall be four, two of whom must be Club Officers. Article 8c: The Committee shall be chaired by the Captain, or in the absence of the Captain another Club Officer." Article 9, clause 2 At present nonsensical; Replace "..need arises shall interpret.." with: "..need arises interpret" Article 12. Changes to make the constitution self-consistent. The Captain does not have to be present at committee meetings. Article 8 clarifies the Captain's role in Committee. Replace this Article with: "It is the duty of the Captain to supervise the management of the Club, to act as chairman of the Selection Committee and to promote the object of the Club at all levels, in addition to duties outlined elsewhere in this Constitution." Article 15 paragraph a. Changes for simplification of notation. Delete the sub-clause: "who shall not number more than twenty" This has already been stated in Article 5. Clarify duties of Range Officers: Replace "security in the Range." With "security in the Range, and the operation of the Range" Article 15 paragraph c. Updating terms used, and allowing adoption of a more flexible posture ensuring the smooth running of the Club Delete "Who shall in turn report the matter to" and all after; and replace with: "Who shall take any further action as deemed necessary by the Committee." Article 16 Self consistency and updating terms, committee are not necessarily elected in Michaelmas term: Replace this Article with: "The Captain and the Chief Range Officer shall, within one month of their election or appointment to Committee, make themselves personally known to the following individuals: 1. the Chief Steward 2. the Superintendent, or the officer in charge of the firearms section, B District, Garda Siochana, Dublin Metropolitan Area, or its successor." Article 18 Restructuring of this article for clarification of procedure and addition of mandatory Captain's Report. Article 18a The Annual General Meeting shall be held in Trinity Term, at least seven days notice being given to the members; the following business shall be transacted: 1. Acceptance of the minutes of the previous AGM 2. Election of Committee 3. Captain's Report 4. Treasurer's Report 5. Other Committee Reports 6. Amendments of the Constitution and other rules of the Club 7. Any Other Business Article 18b Questions and motions put to an Annual General Meeting, or any other General Meeting of the Club, shall be decided by a simple majority of the members present Article 18c If a motion put to a General Meeting, either Special or Annual, is a motion to amend the Constitution or Rules of the Club, such a motion shall not be debated or considered unless: 1 The motion has been duly proposed, seconded in writing, and has been given to the Secretary at least seven full days prior to the meeting; and, 2. The motion has been duly posted on the notice board for the seven days immediately prior to the meeting; Article 18d Notwithstanding Article 18c of this Constitution, a motion to amend the Constitution or rules of the Club must be approved by three quarters of the members present at a General Meeting. Article 19 paragraph a Typing error: delete one copy of "or elsewhere be likely to bring the Club" Allows greater flexibility on disciplinary matters: Replace: "Shall warrant his immediate expulsion from the Club" with: "Shall be sufficient grounds for his immediate expulsion from the Club" Replace: "one of the following" With: "one or more of the following" Change "4. His immediate" to "5. His immediate" Insert "4. His suspension from the Club for not longer than the remainder of the University Year." Article 19 paragraph b Clarification: Replace: "Shall particularly refer to" With: "Shall particularly, but not exclusively, refer to" Article 20 paragraph a Replace "at least seven days; notice being given to the members." With "at least seven days notice being given to the members, in accordance with Article 21 of this Constitution". Article 20 paragraph b Allow General Meetings to take place in October. Replace: "Between the months of June and October, inclusive." With: "Between the months of June and September, inclusive." Insert after Article 20b Article 21: "Where in this Constitution it is stipulated that notice must be given for a general meeting, such notice: 1. must be posted during Arts Lecture Term and 2. must be posted on the Club notice board" And renumber following articles as necessary. This proposal to amend the Constitution is proposed and seconded on behalf of the Committee and has been given to the Secretary, and is placed on the Club notice board, in accordance with the Constitution. For the purposes of the notice given, the proposal to change each article, paragraph or clause is to be treated as a separate motion at the AGM, and the failure of any change to be passed by the AGM does not affect the legality of the remainder of the motions proposed.
